Forest institutions can be defined as rules or social norms applied to forest goods and services [1]. They play a key role in organising multiple and often divergent stakeholder interests in forests. Forest institutions determine responsibilities and competences of different bodies, public and private, at various levels. They provide the structure for forest politics, and for developing forest-related public policies and their implementation [2]. For the purposes of our project, forest institutions are defined as organisations that have an interest in and/or influence on forests and forestry activities and can be classified as follows:
