The term institution is commonly applied to customs and behavior patterns important to a society, as well as to particular formal organizations of government and public services [1]. In a broader sense, forest institutions can be defined as rules or social norms applied to forest goods and services [2]. They play a key role in organising multiple and often divergent stakeholder interests in forests. Forest institutions determine responsibilities and competences of different bodies, public and private, at various levels. They provide the structure for forest politics, and for developing forest-related public policies and their implementation [3].

In the policy portal, forest institutions are defined as forest and forest-related (cross-sectoral) entities that have interest in and/or influence on the pan-European forests and forest activities and can be classified as follows:

  • (Inter)governmental institutions/organisations
  • Non-governmental organisations
  • State forest institutions
  • Private forest institutions
  • Other forest or non-forest related institutions/organisations.
