Abstract

Purpose This study examined the utilisation of the Essential Electronic Agricultural Library database TEEAL at the University of Agriculture Library, Abeokuta, Nigeria. Designmethodologyapproach Data collection was by questionnaire following a purposive sampling technique. A total of 104 out 150 69.3 per cent responses were received and analysed. Findings Postgraduate and final year undergraduates are the major users of the TEEAL database. The study also revealed that though most of the users are computer literate, they still seek the assistance of library staff for database searching. The major constraints to the use of the TEEAL database include the high cost of printing of selected papers and the limited number of workstations. Practical implications The study recommends that the number of workstations be increased, the cost of printouts should be subsidised by the university and more library staff should be trained in ICT. Originalityvalue Offers recommendations to improve the accessibility of quality information for research in Nigerian universities.

<title>1 Introduction</title>
<p>The massive impact of ICT on the librarianship profession has changed the way librarians and support staff do their jobs and interact with users and colleagues. By the early 1990s CD‐ROM technology was an important development which prompted Bill Gates, of the Microsoft Corporation, to state:
<disp-quote>
<p>I am excited by the quality and vision of the work now underway on CD‐ROM products throughout the industry. I believe more than ever that CD‐ROM products will be a major force in the expansion of the information industry, extending the benefits of personal computing to a much wider market (
<xref ref-type="bibr" rid="b6">Botto, 1993</xref>
).</p>

<p>CD‐ROMs enable users to search bibliographic databases on their own and there have been many reports on this. For instance,
<xref ref-type="bibr" rid="b3">Balaraman (1991)</xref>
investigated the use of CD‐ROM databases by novice undergraduates and studied factors such as sex, age, native languages, personality traits, learning style, visual ability and perceived usefulness of the system.
<xref ref-type="bibr" rid="b4">Belbenoit‐Avich (1991)</xref>
, of the University of Lyon in France, analysed searches conducted by students on the MEDLINE CD‐ROM database and found that students missed 40‐80 per cent of references due to their lack of knowledge of controlled language and Boolean logic.</p>
<p>While writing on the challenges of CD‐ROMs for libraries,
<xref ref-type="bibr" rid="b5">Bolin (1994)</xref>
noted that CD‐ROM technology has allowed libraries to acquire a large number and variety of databases in that format. Easy‐to‐use workstations with appropriate search software should be provided which would give users help in finding and loading the appropriate CD‐ROM discs and in using the search software. He also recommended that conventional library layouts and routines should be rethought to provide reference services to the CD‐ROM user.</p>
<p>There have also been many reports in the literature on the use of CD‐ROM database services in African university libraries.
<xref ref-type="bibr" rid="b15">Salanje (1995)</xref>
provides a general overview of the applicability of CD‐ROM technology in developing countries.
<xref ref-type="bibr" rid="b9">Kiondo (1997)</xref>
reports the experiences at the University of Dar‐es‐Salaam in Tanzania in providing CD‐ROM services and the problem of procuring the full text of documents following the retrieval of relevant bibliographic descriptions from a CD‐ROM database.
<xref ref-type="bibr" rid="b7">Dulle
<italic>et al.</italic>
(2002)</xref>
, also from Tanzania, report on the use of ICT by agricultural researchers in that country. Their findings revealed that CD‐ROM technology was not easily available to many researchers and that there is minimal use of e‐mail facilities for resource sharing with other centres' CD‐ROM databases.</p>
<p>In Nigeria,
<xref ref-type="bibr" rid="b10">Mosuro (1996)</xref>
described the CD‐ROM services in the country's premier university, the University of Ibadan, and reported that the variety of databases available has increased the library patronage and made more information available. She, like her Southern African counterparts, also highlighted the problem of document delivery as a major constraint to CD‐ROM use at the university.

reported on the accessibility and retrieval of electronic information at the University of Agriculture Library, Abeokuta, and concluded that users' accessibility to electronic databases has increased the awareness of value of information and assisted the nation in scientific and technological advancement.

, while reporting on users' searches of CD‐ROM databases at the University of Ibadan, noted that Boolean operators are used, that there is no relationship between level of education of users and quality of search strategy, and that training for end‐users in searching is necessary.</p>

<title>2 Agricultural databases on CD‐ROM</title>

reported on a survey of the use of CD‐ROM databases in 29 African agricultural research centres and found that, although the performance of many libraries and information units in Africa in absorbing the CD‐ROM technology was fair, the sustainability of these CD‐ROM databases appears to be threatened by the low status and lack of confidence of library and information staff, the unfamiliarity of users with the system, and the lack of awareness of managers as to its potential as a valuable resource to support research.</p>
</sec>
<sec>
<title>2.2 The Essential Electronic Agricultural Library</title>
<p>The Essential Electronic Agricultural Library (TEEAL) is a project of Cornell University Library, Ithaca, New York (
<ext-link ext-link-type="uri" xlink:href="http://teeal.cornell.edu/">http://teeal.cornell.edu/</ext-link>
) and is a full‐text and bibliographic database of some 140 leading agricultural and bioscience journals available to over 100 eligible developing countries. TEEAL content is updated annually and currently spans the period of 1993‐2004. It includes two million pages of papers, provided by 60 participating publishers and index providers. TEEAL is available on CD‐ROM or via a local area network. The journal titles covered by TEEAL were selected by international scientists using citation analysis of journals frequently used by agricultural scientists in developing countries and so form a core set of relevant literature sources.</p>
<p>The Rockefeller Foundation provided funding for TEEAL and
<xref ref-type="bibr" rid="b11">Ochs (2005)</xref>
reports that 98 TEEAL sets had been placed in 49 countries. TEEAL is a powerful tool for building capacity in agriculture as researchers, faculty, students and extension workers can access relevant scientific information. Comments on the usefulness of TEEAL discovered during the impact study reported by
<xref ref-type="bibr" rid="b11">Ochs (2005)</xref>

<p>The main advantage TEEAL has over other abstracting services such as CAB Abstracts is that it is a full‐text service. This means that once a reference is located, the full text can be accessed on the CD‐ROM. TEEAL, which is also known as the “Library in a box” can perform the following:

TEEAL provides access to the world's most important scientific literature, which would otherwise be unaffordable, even to key research institutions.</p>
</sec>
</sec>
<sec>
<title>3 Historical background of the University of Agriculture, Abeokuta and its library</title>
<p>The University of Agriculture, Abeokuta (UNAAB) is one of the three universities of agriculture in Nigeria and was established by the Federal Government in 1988. UNAAB has around 3,500 undergraduate students, 350 postgraduate students and some 250 faculty staff. In 2003, the university was judged to be the best in Nigeria for students/faculty staff ratio and research activities.</p>
<p>The UNAAB library is called the Nimbe Adedipe Library to honour the first Vice‐Chancellor of the University, Nurudeen Olorunnimbe Adedipe. The modern library consists of various sections such as cataloguing, acquisition, serials, reference, circulation and binding. It can accommodate 1,000 users at a time and has a collection of 35,622 titles.</p>
<p>The library is currently undergoing an automation programme with terminals in all sections which are connected to a main server. The library software in use is GLAS (Graphical Library Automated System) from EOS International (
<ext-link ext-link-type="uri" xlink:href="http://www.eosintl.com/">www.eosintl.com/</ext-link>
). In 1998 UNAAB acquired two CD‐ROM databases (CAB Abstracts and TEEAL) to improve literature search facilities and document delivery. While it is unlikely that CD‐ROM technology will replace existing information storage and distribution media, it will surely supplement and complement these. CD‐ROM is a low‐cost information distribution medium which can encourage free access to information to a great number of socio‐economic and ethnic groups in our society.</p>
<p>The rate of acquisition of books, and most especially agricultural journals from overseas countries by Nigerian university libraries including that of UNAAB, has been greatly reduced in recent years, mainly due to the downturn in the country's economy and the high cost of foreign exchange. Also, the lack of space within a library to store hard‐copy journals usually results in poor storage and management of these journals. Coupled with the problems enumerated above, there is the high cost of online computer searches and poor ICT infrastructure. This poor access to current journals results in poor quality research and education in developing countries such as Nigeria. It is against this backdrop that a study was carried out to examine the utilisation and impact of TEEAL at UNAAB.</p>
</sec>
<sec>
<title>4 The study</title>
<sec>
<title>4.1 Objectives</title>
<p>The specific objectives of the study reported here were to:

<p>ascertain the categories of users of TEEAL at UNAAB;</p>

</list-item>
<list-item>
<label></label>
<p>find out the benefits for users of TEEAL; and</p>
</list-item>
<list-item>
<label></label>
<p>identify the problems militating against the effective utilisation of TEEAL at UNAAB.</p>
</list-item>

</p>
</sec>
<sec>
<title>4.2 Research methodology</title>
<p>The instrument used for data collection was a two‐part questionnaire (see Appendix) to be completed by respondents. A purposive sampling technique was adopted and thus only users who used the TEEAL database were requested to complete the questionnaire. TEEAL searches can be carried out on one of three workstations in the research serials room in the UNAAB library which is generally used by faculty staff, postgraduate students and final year undergraduate students writing their projects. Users were requested as they come into the research room not to complete more than one copy of the questionnaire and then to return the completed questionnaire to the Library Assistant during the period of survey – July‐September 2004. One hundred and fifty copies of the questionnaire were distributed and 104 (69.3 per cent) were completed and analysed using descriptive statistics such as simple percentages and frequencies.</p>
</sec>
<sec>
<title>4.3 Analysis of results and discussion</title>
<p>The distribution of the 104 respondents showed that 65 (62.5 per cent) of the total respondents were male while 39 (37.5 per cent) were female. The age distribution of the respondents is shown in
<xref ref-type="fig" rid="F_2800400205001">Table I</xref>
.</p>
<p>It can be seen that the majority of the respondents were below the age of 36 years.</p>
<p>
<xref ref-type="fig" rid="F_2800400205002">Table II</xref>
shows which groups of people at UNAAB have been using TEEAL.</p>
<p>It can be seen that users of TEEAL cut across the university community with postgraduate students topping the list with 38 respondents, followed by undergraduate students who are in their final year with 30 respondents. TEEAL was found to be the most popular database used at UNAAB as 72 (69.2 per cent) said they used it daily, 25 (24 per cent) used it once a week and seven used it twice a week. None of the 104 respondents used it less frequently than once a week. Users found out about the existence of TEEAL in a number of ways as shown in
<xref ref-type="fig" rid="F_2800400205003">Table III</xref>
.</p>
<p>The reasons for consulting TEEAL are shown in
<xref ref-type="fig" rid="F_2800400205004">Table IV</xref>
.</p>
<p>The fact that the majority of users consult TEEAL for research purposes is in tune with
<xref ref-type="bibr" rid="b1">Agboola (2001)</xref>
who reported that CD‐ROM technology has implications for student research, student interactivity and student productivity. He said that CD‐ROM has been an important aid for technological advances in education and will continue to play a significant role in future.</p>
<p>In Question 10, respondents were asked who actually carried out their searches of TEEAL and the responses are given in
<xref ref-type="fig" rid="F_2800400205005">Table V</xref>
.</p>

<xref ref-type="fig" rid="F_2800400205005">Table V</xref>
shows that the majority of users of TEEAL are computer literate and are able to search the database themselves, using the library's CD‐ROM search guide if necessary. This is also possible because the TEEAL interface has been designed to be user‐friendly. This supports the findings of
<xref ref-type="bibr" rid="b18">Ye (1995)</xref>
who said that CD‐ROM satisfies the expectation that library services to users are essentially done rapidly, easily, and as cheaply as possible, and that it has positively affected library users, staff, service policies and budgets.</p>
<p>A large number (92 or 88.5 per cent) of the 104 respondents stated that they were satisfied with the information obtained from TEEAL. This finding is in tune with the testimonial given by Figueroa, Library Director of the Universidad Nacional Agraria la Molina in Peru who reported:

<p>We purchased TEEAL because we found out that it includes most of the journals that were usually requested by professors and students from different fields. Our budget was never sufficient to cover the subscriptions to much needed scientific journals. The TEEAL software is very easy to use. Library users are very satisfied with TEEAL because they can review information very fast (
<ext-link ext-link-type="uri" xlink:href="http://teeal.cornell.edu/impact.html">http://teeal.cornell.edu/impact.html</ext-link>
).</p>

</p>
<p>The problems faced by the users of TEEAL are tabulated in
<xref ref-type="fig" rid="F_2800400205006">Table VI</xref>
.</p>
<p>The highest ranking problem was the high cost of printouts, especially when it runs into two or more papers. The library charges a token fee of 20 naira per page in order to make the service self‐sustaining. This amount is used to defray the cost of purchase of toner and paper. This problem was reported by all the 104 users (100 per cent) and so is significant. The problems noted may be connected with the high inflationary rate and devaluation of the naira, Nigeria's currency, as well as poor funding of the universities by the Nigerian Government.</p>
</sec>
</sec>
<sec>
<title>5 Conclusion and recommendations</title>
<p>This study showed that the acquisition and use of TEEAL at UNAAB has revolutionised document delivery and literature searches at the institution. Considering the response of various users and staff, it shows that the CD‐ROM database technology has enabled users, especially researchers, to locate relevant information at a fast rate, with less effort, and at less cost if compared with hard‐copy journals. The use of TEEAL is mainly for research purposes and users search the database themselves through the search guide. The study also revealed that users are satisfied with their search results (88.5 per cent). The major constraint to the use of the TEEAL database on CD‐ROM faced by users is the financial implications of the printouts, especially when it runs into two or more papers.</p>
<p>Unfortunately, there is a limited number of journals published in Africa that are covered by the international bibliographic databases and it could be recommended that publishers of these databases consider this aspect. Also, there is need for more full‐text CD‐ROM databases, such as TEEAL, for use in developing countries. For more effective use of the available CD‐ROM databases in the library, it is recommended that users' education and orientation on CD‐ROM searching should be taken seriously. Also, publishers should consider putting more of the back issues of their journals on CD‐ROM and sell them to developing countries because of the difficulties these countries face in acquiring hard copies in appreciable numbers.</p>
<p>Other recommendations made include:

<p>Increase in the funding level of the library by the management of UNAAB.</p>
</list-item>
<list-item>

<p>The need to seek help from international bodies either through UNESCO, UNDP or non‐governmental agencies such as Rockefeller and Ford Foundations, USAID, etc. They could also liaise with electronic database providers in order to acquire recent scientific publications, such as electronic journals and CD‐ROM databases, which will in turn ease the purchasing of the equipment at a subsidised rate. This will allow free flow of information within the library.</p>

<abstract>Purpose This study examined the utilisation of the Essential Electronic Agricultural Library database TEEAL at the University of Agriculture Library, Abeokuta, Nigeria. Designmethodologyapproach Data collection was by questionnaire following a purposive sampling technique. A total of 104 out 150 69.3 per cent responses were received and analysed. Findings Postgraduate and final year undergraduates are the major users of the TEEAL database. The study also revealed that though most of the users are computer literate, they still seek the assistance of library staff for database searching. The major constraints to the use of the TEEAL database include the high cost of printing of selected papers and the limited number of workstations. Practical implications The study recommends that the number of workstations be increased, the cost of printouts should be subsidised by the university and more library staff should be trained in ICT. Originalityvalue Offers recommendations to improve the accessibility of quality information for research in Nigerian universities.</abstract>
