Abstract
The activity of watch within the process of Economic Intelligence (EI) is mainly an activity of resolution of information retrieval (IR) problem. This activity of watch is carried out in collaboration by the watcher who must locate, supervise, validate and emphasize strategic information, and by the decision maker who must formulate exact objectives for the decision-making. In order to optimize the sharing of knowledge between the decision maker and the watcher we tried to establish a model of IR problem. This model can help to increase the precision of the representation of the various parameters of the problem and to allow a greater performance of resolution and an optimization of the solution.
