Abstract
Résumé: L’apparition des services à péage sur le marché des télécommunications conduit à analyser les phénomènes d’externalités indirectes qui peuvent exister entre les individus demandant leur raccordement au réseau, les entreprises prestataires de services et l’exploitant de télécommunication qui possède les infrastructures et qui effectue le raccordement. Il est possible de montrer que la demande de raccordement est une fonction croissante du nombre de services disponibles sur le réseau. Symétriquement le nombre de services offerts est une fonction croissante du nombre d’individus raccordés au réseau. Ainsi modélisé, le marché des services à péage peut être analysé d’un point de vue dynamique. On distingue dans un premier temps les équilibres stables et les équilibres instables du marché. Dans un second temps, on montre comment une situation d’information imparfaite pour les offreurs et les demandeurs de services peut perturber la dynamique de croissance du marché sans pourtant modifier la position des points d’équilibre eux mêmes.
Abstract: The appearance of toll-services in the telecommunications market, leads one to analyse the indirect externalities phenomena that can occur between the individuals demanding subscription to the network, the firms offering the toll-services and the telecommunications operator that owns the network infrastructure and offers the connection to it. One can demonstrate that the demand for connection is an increasing function of the number of services available in the market. Symmetrically, the number of enterprises entering the toll-services market is an increasing function of the number of individuals connected to the network. Thus defined, the toll-services market can be analysed dynamically. First the distinction is made between stable and unstable states of equilibrium. Subsequently, it is demonstrated that imperfect information on the part of both providers and users of services can alter the market development even though the points of equilibrium remain unchanged.
