;Abstract:The number of industry and business reports written on China is considerable, but most fail to separate between contributions made by different economic regions and cities. Thus they miss the economic importance and significance of the great push westwards. This can be compared to an analysis which treats Europe as one country, where few distinctions are made between Germany and Bulgaria. For example, the Global Innovation Index 2011 mentions China 261 times, without mentioning Chengdu or Chongqing (2C) once. Still 2C have had the highest economic growth of any city in the world during the past 5 years (2004-09). This article shows that despite the fact that 2C has now become a major global industrial center it attracts relatively few foreign companies and employees. Two industries, the car industry and the IT industry, are used to illustrate the importance of direct presence in this region for the competitive advantage of a series of industries.

Abstract
The number of industry and business reports written on China is considerable, but most fail to separate between contributions made by different economic regions and cities.
