Abstract

The availability of literature is of great importance to prisoners for meaningfully spending their time, hereby contributing to their reintegration in society. In the past decades, considerable efforts have been made in Flanders, among other things by means of pilot projects, to improve prison libraries. Yet many prisons wrestle with problems such as an obsolete collection, the absence of open access to the library so that prisoners have to select their books on the basis of printed lists, lack of new media, etc. Bottlenecks in the development of a quality library are: the absence of a uniform normative framework, the aversion of prisons to new media, lack of staff and finances and an overdependence on local initiatives. It is argued that stronger central steering is necessary. Chalk lines are sketched within which the further modernizations of the prison library work can evolve.
