Abstract

Cholera is an ancient enteric disease originating from the Gange delta, and produces a first pandemic in 1817.The victory on cholera is a story of rich countries (Bourdelais 2003), in the global south, and in Africa in particular (Mengel et al.2014), the bacteria continues to prosper in the 21th century. Influenced by the imaginaries inherited from the 19th century, the contemporary manifestations of cholera are easily interpreted as a sign of a lack of modernity, which complexifies the production of knowledge on cholera and, in the context of scarce resources, favor the design and implementation of technological innovations at the center of the cholera control strategies. Our interest lies in the deployment of surveillance and control technologies (including vaccination) in the African Continent. We discuss the conceptualization and negotiation of surveillance devices, the crafting of the geographical spaces where the disease is anticipated (hotspots) and the innovations deployed. Our focus is also on the beneficiaries themselves, at those who live in the hotspots, at their manner of representing the disease and its’ control strategies, to their negotiation with simultaneous risks (including cholera) and their preventive practices.Our approach consists of following those who track cholera and design control strategies, and those who are labelled as at risk for cholera and targets of said control strategies. We have thus carried out a multisited symmetric ethnography (Falzon 2016), in which participant observation is enriched by an observing participation (Fassin 2017).

<p>Le choléra est une maladie entérique antique originaire du delta du Gange, elle devient une maladie-monde à partir de 1817. La victoire sur le choléra est une histoire des pays riches (Bourdelais 2003), dans le Sud global et en Afrique en particulier (Mengel et al. 2014), la bactérie continue de faire carrière au 21ème siècle. A l’aune des imaginaires hérités du 19e siècle, les manifestations contemporaines du choléra s’interprètent volontiers comme la marque d‘un manque de modernité, qui d’une part complexifient la production de connaissances sur le choléra, et d’autre part, dans un contexte de ressources limitées, invitent à la mise en place d’innovations technologiques au cœur de la lutte contre la maladie. Nous nous intéressons au déploiement de technologies de surveillance et de contrôle du choléra (dont la vaccination) dans le sous-continent. Ce faisant nous discutons comment se pensent et se négocient les dispositifs de surveillance, se construisent les espaces dans lesquels on anticipe le mal (les hots pots) et se maillent les alliances qui livrent les interventions techniques innovantes. Enfin nous nous intéressons aux bénéficiaires eux-mêmes, à ceux qui vivent dans les hot spots, à leur manière de se représenter la maladie et les stratégies qui leurs sont destinées, à la mise en échelle de différents risques (dont le choléra), leurs stratégies de prévention et de soin. Notre approche consiste à suivre ceux qui traquent le choléra et qui déterminent des stratégies de surveillance et de contrôle, et ceux qui sont labélisés comme à risque pour le choléra et qui seraient les bénéficiaires de ces interventions. Nous sommes ce faisant engagé dans une ethnographie symétrique et multi-située (Falzon 2016) et en partie embarquée, dans laquelle l’observation participante s’enrichit d’une participation observante (Fassin 2017).</p>
