Abstract

Mistrust regarding vaccination is becoming a plague noted at the international level and targeted by the WHO. In order to combat this situation, States are mobilizing and adopting restrictive or incentive measures aimed at achieving the restoration of sufficient vaccination coverage. Vaccination is a medical intervention aimed at preserving individual but also collective health. The prevention and treatment of hesitancy or reluctance to vaccination requires addressing the causes and in particular the misinformation or false information. Fake news, the dissemination of which is greatly aggravated by the internet and social networks, represent the major subjects to be dealt with.The analysis and treatment of disinformation leads to recommending the joint use of strong restrictive measures in order to stem crises, more flexible and incentive measures, based on soft law, recommendations, incentives from the various health actors. Healthcare professionals, in direct and close contact with the patient, are the pillars in executing this policy of boosting clear, understandable information. Restoring confidence in the population is a priority, which requires training and information. Health education, and public health issues, is fundamental with a view to protecting society at the international level.However, the effectiveness of preventive measures remains to be optimized, and in particular the question arises of the adoption of strict measures aimed at punishing behaviors that would harm public health and safety. These measures, framing individual freedoms, are appreciated differently by the States, but could be mandatory in the event of a pandemic.

<p>La défiance concernant la vaccination devient un fléau constaté au niveau international et pointé par l’OMS. Afin de lutter contre cette situation, les Etats se mobilisent et adoptent des mesures contraignantes ou incitatives visant afin de parvenir à rétablir une couverture vaccinale suffisante. La vaccination est un acte visant à la préservation de la santé individuelle mais aussi collective. La prévention et de traitement des réticences à la vaccination passent en priorité par le traitement des causes et notamment la désinformation ou fausse information. Les fake news, dont la diffusion est fortement aggravée par internet et les réseaux sociaux, représentent les sujets majeurs à traiter. L’analyse et le traitement de la désinformation conduit à recommander l’utilisation conjointe de mesures contraignantes fortes afin d’endiguer les crises, de mesures plus souples et incitatives, fondées sur la soft law, les recommandations, incitations de la part des différents acteurs de santé. Les professionnels de santé, en lien direct et de proximité avec le patient, sont les points forts dans cette politique de dynamisation d’une information claire, compréhensible. Le rétablissement de la confiance dans la population est une priorité, qui passe par la formation, l’information. L’éducation à la santé, et aux enjeux de santé publique, est fondamentale dans une perspective de protection de la société au niveau international. Toutefois l’efficacité des mesures de prévention reste à optimiser, et notamment la question se pose de l’adoption de mesures strictes visant à sanctionner les comportements qui porteraient atteinte à la santé et la sécurité publique. Ces mesures, encadrant les libertés individuelles, sont appréciées différemment selon les Etats, mais pourraient s’imposer en cas de pandémie.</p>
