Abstract

This thesis in history analyses a growing visibility on abuses of power from French representatives and civil servants in colonial Algeria (1891-1903). The stream of denunciations related to frauds, bribery, violence against people, is essentially motivated by race for power at local and national levels. It forces the government to decide administrative inquiries and penalties, which produce more denunciations. Then scandal becomes the favorite way for the oppositions (liberal, radical, socialist, anti-Semitic) to plan remotely their assumption of power. Investigations show the same facilities to abuse than in home country but also some eases proper to a settler colony. It comes from the legal singularities, the administrative understaffing, the internalization of abuses by the constituents, the original financing of construction works in the colony, and the bossism’s strength on a minority of citizens. These different factors create a system and confirm the close links between home country and its main colony. It forces the republicans in power to impose silence in exchange of new largesse, at the beginning of the XXth century, in order to end “Algerian scandals”.

<abstract xml:lang="fr">Cette thèse d’histoire analyse une visibilité croissante sur les abus commis par des élus et des fonctionnaires français dans l’Algérie colonisée (1891-1903). La dénonciation en cascade d’affaires de fraude, de corruption ou de violence sur les personnes, est essentiellement motivée par la compétition électorale aux plans local et national. Elle oblige le gouvernement à provoquer des enquêtes et des sanctions administratives, ce qui a pour effet d’alimenter de nouvelles dénonciations. Le scandale devient alors l’arme privilégiée des oppositions (libérale, radicale, socialiste et antisémite) qui se concertent à distance pour s’emparer du pouvoir. L’instruction de ces affaires donne beaucoup à voir des « facilitateurs » d’abus, communs à la métropole ou propres à cette colonie de peuplement. Ils gisent dans la nature du droit, la sous-administration, l’intériorisation de l’abus par les administrés, le mode de financement original du chantier colonial, ou encore la force du clientélisme sur une minorité citoyenne. Ces différents paramètres font système et confirment l’étroitesse des liens entre la colonie et la métropole. Ils obligent les républicains de gouvernement à imposer le silence en échange de nouvelles largesses, au début du XXe siècle, pour mettre fin aux « scandales algériens ». </abstract>
