<meta-value> MENC To Schedule New President's Park Performances During the summer of 1976, MENC, in cooperation with National Capital Parks, a branch of the National Park Service of the U.S. Department of the Interior, presented more than 150 school, college, and university groups in performances held in the President's Park in Washington, D,C. as “A Showcase of American Music Education.” Due to the success of this program, MENC President Robert Klotman has announced that MENC will assist with a similar project this summer by selecting and scheduling forty-two groups to perform on the fourteen Saturdays from June 4 to September 3. If your band, chorus, or orchestra is planning to be in Washingtonduringthosemonths,you should consider the possibility of performing in the President's Park. Directors of groups interested in participating should contact MENC through their state presidents. It has been found that, because of the outdoor setting, large ensembles are more effective than small ones. All performances will take place on the Ellipse, an open area halfway between the White House and the Washington Monument, and groups will perform on the stage of a Snowmobile. National Capital Parks will furnish music racks, chairs, choral risers, a public address system, and an electronic piano (if one is needed). The selection and scheduling procedure will be as follows. Write to your state president and indicate a definite Saturday between June 4 and September 3, 1977. Suggest alternate dates if possible. If your state music educators association is willing to approve your group's participation, ask the state president to send a letter of endorsement to Gene Mor-lan, Music Educators National Conference, 1902 Association Drive, Center for Educational Associations, Reston, Virginia 22091. The names and addresses of groups that have been endorsed by their state organizations will be turned over to the National Capital Parks office. Confirmation of a date for your group's performance in the President's Park, along with complete instructions, will come to you from that office.Ifl The Berry College Concert Choir from Mount Berry, Georgia, shown here in performance at the President's Park as part of last summer's “Showcase of American Music Education.” 62 mej/april '77 Reading band scheduled Those attending MENC's Southern Division Conference are invited to participate in a director's reading band scheduled for Friday, April 29, at 10:30 p.m. in the north ballroom of the Marriott Motor Hotel in Atlanta. The event will feature reading of old and new music for fun. Several university and professional band conductors will select music and conduct the group. To reserve a place in the band, send your name and address, the name and address of your school, the title of the position you hold at the school, and the type of instrument you play to Roger Heath, Chairman, Director's Band, Virginia Polytechnic Institute and State University, Blacks-burg 24061. 1979 division conferences The following dates and locations have been selected for the 1979 division conferences: Northwest—March 21-24, Billings, Montana; Western—March 29-April 1, Anaheim, California; North Central—April 19-22, Indianapolis. The Eastern, Southern, and Southwestern meeting sites and dates have not yet been determined. MENC inservice conference The next MENC biennial in-service conference will be held April 12-16, 1978, in Chicago. The MENC National Assembly will meet in Chicago two days before the opening of the conference. No area code is needed, but 800 must be dialed as part of the entire number. Virginia callers should dial (703] 860-4000 collect. Primarily intended to make membership information more easily obtainable, the service is part of an effort to make MENC headquarters accessible to persons in the field. Wisconsin 53140 [HoLtON0 Very Special Arts Festivals The National Committee, Arts for the Handicapped (NCAH), which is composed of national arts organization representatives, such as MENC members Harold Arberg, Richard M. Graham, Jack Kukuk, Gene Morlan, James Sjolund, and Raymond W. Thompson, and representatives of organizations for handicapped children, general education organizations, and private foundations, has established Very Special Arts Festivals (VSAF) in approximately twenty-six pilot sites throughout the United States. Designed for handicapped young people from agencies and elementary or secondary schools, the VSAF program gives participants an opportunity to sing, dance, act, play an instrument, or display their works of art in order to demonstrate the impact of arts in developing artistic responsiveness and increasing general learning achievement among handicapped students. Using the National VSAF Model developed by New York State, each pilot site will create and conduct its own festival program. In addition, state agencies for the arts, education, recreation, and the handicapped will collaborate to plan festivals at local, regional, and state levels. Many of the events may be held in conjunction with the “Special Olympics,” thus providing an opportunity for handicapped people to demonstrate both artistic and physical accomplishments. The sponsoring organization, location, and date of the festival planned for each pilot site that had been designated at our press time in January appears below. Several other pilot sites were to be chosen in February. Information concerning all aspects of the festivals is available from the National Committee, Arts for the Handicapped, 1701 K Street NW, Suite 805, Washington, D.C. 20006. 64 mej/april '77 1977 division conferences The following dates and locations have been selected for the 1977 division conferences: Northwest—April 3-6, Seattle; Southern—April 27-30, Atlanta. Call for research papers MENC's Music Education Research Council (MERC) will sponsor a series of paper-reading sessions at the twenty-sixth MENC biennial conference to be held April 12-16,1978, in Chicago. Authors who submit papers will be notified of the review committee's decision on or before October 1, 1977. Guidelines for submitting papers are as follows: Six copies of an abstract of a paper should be sent to the chairman of the review committee before July 15,1977. The abstract should not exceed four doublespaced, typewritten pages. Each applicant whose abstract is accepted will prepare the full paper, preferably not to exceed ten pages, and deliver 150 copies to the MERC Center at the MENC Booth twenty-four hours before the reporting session, A presentation format similar to that of the Atlantic City meeting will be used. Authors will have approximately five minutes to present a verbal resume of the paper. This will allow a large and diverse group of papers to be presented. At the reporting session, all papers will be distributed by the chairman. Each author will highlight the written document in an information-sharing manner. All authors are required to attend an afternoon consultation session held on the day that their paper is reported to enable interested audience members to ask questions and discuss the topics. Participants will be responsible for supplying additional copies of their papers in response to mail inquiries following the conference. A complete list of the sites appeared in the January 1977 MEJ. CBDNA issues report The College Band Directors National Association Committee on Research and Education met in December 1976 at the G. Leblanc Corporation, Kenosha, Wisconsin, to discuss and define competencies in the training of school band directors, including what a school band director should know about music,musiceducation, and related subjects. As a result of the meeting, a preliminary report was issued at CBDNA's biennial conference held March 9-12, 1977, at the University of Maryland, College Park. Included in the manual will be specific instructions for accomplishing tasks intended to make MENC and its state affiliates more effective in their relationships with state and federal governments. North Central Division GRC Coordinator Stuart }. Ling and MENC Director of Development Charles O. Moody are in charge of preparing the handbook, which was reviewed in draft form by the state coordinators at special sessions held during the spring MENC Division Conventions. In addition to its work on the manual, the steering committee reviewed the status of several pieces of federal legislation that affect music and arts education and recommended policy positions to MENC's National Executive Board for formal adoption.
