Abstract
Decided under the presidency of Nicolas Sarkozy (2007-2012), the “General Reviewof Public policies” (RGPP) has resulted in many administrative reorganizations, including the creationof a large department of Sustainable development. The Ministry of Ecology, the Ministry ofInfrastructure and part of the Ministry of Industry merged in a new administration, uniting traditionallycompeting sectors. This article focuses on the effects of this administrative merger on theimplementation of an environmental policy. It analyses the implementation of the environmentalimpact assessment, a dedicated public information policy, and highlights its impact on horizontalcoordination, operational procedures and the work of civil servants

Née de la fusion du ministère de l’Écologie, du ministère de l’Équipement et d’une partie de l’Industrie, cette nouvelle administration regroupe en son sein les secteurs traditionnellement concurrents du développement industriel et de l’aménagement d’un côté, de la protection de l’environnement de l’autre. L’article s’inté- resse aux effets de cette fusion administrative sur la mise en œuvre des politiques sectorielles directement concernées par ce rapprochement. Il suit pour cela la trajectoire de l’autorité environnementale, une politique dédiée à l’information du public et met en évidence des évolutions dans les coordinations interservices, les procédures opéra- tionnelles et les métiers des agents concernés.</abstract></profileDesc></hal></record>Pour manipuler ce document sous Unix (Dilib)
