<meta-value> LANGUAGE AND SPEECH, 1994, 37(4), 449 – 452 449 OUTGOING EDITOR' S COMMENTS After seven years at the helm of this journal, it is time for me to say farewell. I am resigning in order to make more time for my current research, which is concerned with the performance, perception, and evaluation of expression in classical music-a long-standing interest that I only recently had the courage to make the focus of my professional activities. Because of this change of direction, I am no longer as up-to-date on speech and language research as the editor of this journal should be, and although the editorial activity has helped to keep me informed, the point has now come where this personal benefit alone can no longer justify my persistence. I am tremendously pleased that I was able to find such an excellent pair of successors in Ellen Bard and Bob Ladd, and I wish them all the best for the future. I am convinced that their efforts, aided by the members of their newly constituted editorial board, will further improve the image and quality of this journal. Because I handed on the editorial business to my successors before the end of the calendar year, I am going to do without the statistics that it has been my custom to report in Part 4 of each volume. Suffice it to say that 1994 has been a good year, with slightly more submissions and a much lower rejection rate than usual. I have made an effort to complete the processing of all manuscripts that I had returned to their authors for revision, which accounts for the increased number of pages of this volume. At the same time, I was able to pass on to my successors a significant number of manuscripts that had just undergone review or had only just been received, so that there will be no gap in the flow of manuscripts and the new editors' first issues should appear on time, or nearly so. A slight publication delay caused this year by circumstances beyond the publisher' s control should be rectified soon. As I look back on my editorial activity, I am aware of three principles that have guided my work throughout these years. I would like to take this opportunity to mention them briefly, in the hope that editors of other journals, who often seem to follow different principles, will consider adopting them. The first principle is good custontcr-service. Although it is a privilege for authors to have their articles published in a good journal, it is equally an editor' s privilege to receive the products of authors' thoughts and research efforts. After all, the journal could not exist without them. An editor therefore has an obligation to handle submissions promptly, courteously, and efficiently. This includes, among other things, (1) immediately acknowledging that a manuscript has been received, (2) sending it out for review as soon as possible, (3) keeping the reviewing time within reasonable limits, and (4) letting authors know what is happening if the review takes longer than anticipated. There is hardly anyone among my colleagues who has not had the experience of waiting for many months to receive an action letter and the reviews of his or her manuscript, without any interim feedback or word of apology from the editor of the journal in question. However, I believe editors do owe authors an apology in such a case; they have an obligation to be communicative and efficient, just as authors have an obligation to apply their best efforts to the manuscript they wish to see published. During my editorship, nearly all submissions were reviewed and acted upon within a designated three-month period; in those few instances where the review took longer, I informed the authors and apologized for the 450 Oirtgoirig Editor' s cotiitiieiits delay. Being a frequent author myself, I wish this practice were more widespread. I would also encourage other authors to insist, if necessary, on their right to be treated well by editors. My second and most important principle was persorial hvolwirent. Many editors leave nearly all the substantive work to the reviewers and the trivial work to copy editors, while they themselves merely supervise the whole operation from high above. Sometimes this works and sometimes it doesn' t. Of course, a meddling editor is only as good as his or her competence allows. Despite this risk, I favored an active approach that involved me in all stages of the process. This approach included three phases: (1) I read every submitted manuscript before reading the reviews and returned an edited aiid aiiiiotated copy to the authors, along with the reviewers' comments. This practice, which 1 have not encountered anywhere else, seemed essential to me in view of the facts that (a) I often detected substantive problems overlooked by the reviewers (of course, they just as often detected problems overlooked by me), and (b) I paid special attention to many aspects that reviewers could not be expected to handle, such as clarity of expression, style (especially when the authors were not native speakers of English!), and format (including the graphics). (2) Except in rare cases where I felt unable to judge a revised version, I avoided returning revised manuscripts to the origind reviewers, thus saving both them and the authors valuable time. In most instances, I was able to judge the adequacy of the revision on the basis of reading the paper together with the original reviews and the authors' cover letter explaining the revisions (an important requirement). Most editors I have come across tend to return revised manuscripts to the reviewers, even when that seems quite unnecessary. (3) In most cases, the editorial process did not end with the first revision. After reading the revised version, I usually returned a second edited manuscript copy to the authors for further revision and continued this process until it converged on a version that seemingly could not be improved further. I accepted most manuscripts following a second or third revision, though some unfortunate authors had to do further work before I was satisfied. While some may have considered me picky, this process has generally worked very well. I believe most authors realized that I cared about their work and that I invested many hours of my own time in order to improve their presentation. I am grateful for their patient cooperation. I always operated on the assumption that every paper- nrirst he as good US it call be before it goes to press. Some of the weaker contributions that came my way became publishable only through the extensive revisions I requested, and I never regretted the time I expended on editing and re-editing these manuscripts. I always felt that time spent on pursuing quality is well spent, regardless of whether it concerns one' s own manuscripts or someone else' s. My third principle was opeit reviewing. That is, I encouraged reviewers to sign their reviews and I approved (though did not explicitly encourage) authors' direct communication with reviewers in order to solve any problems. I have long been opposed to the “blind” reviewing policy of some journals which, rather than increasing fairness, breeds secrecy and paranoia. Of course, I respect individual reviewers' preference to remain anonymous, and indeed there are special situations in which this decision seems justified. On the whole, however, I believe that open reviewing promotes fairness and constructive discussion. The reviewing process is not only an evaluation of authors' research and presentation but also of reviewers' ability to provide cogent and helpful commentary; both parties are judging each other, and are being judged by the editor. Rather than being Oirtgoirig Editor' s 0 1 1 i t i i e 1 i t 451 a grand tribunal, this process should be one of constructive cooperation. I suspect that reviewers are less likely to be superficial or dismissive when they sign their reviews. Although I probably could not make a solid empirical case in support of this hypothesis, the (largely) open reviewing policy has worked extremely well during my editorship. My estimate is that about 70% of the reviews I received were signed, and nearly all reviews reflected a spirit of positive cooperation with the authors.
