<meta-value> bulletin board Reforms in French music education. Music has long been a stepchild of education in France, but the days of “Berlioz who?” may soon be coming to an end. In the fall of 1976, the government of President Ciscard d'Estaing began to implement programs that, if all goes as planned, should give the country one of the best music programs in the world. Under an initial three-year plan drawn up at the Ministry of Education, five pilot music academies will be set up to present thousands of concerts for school children in an attempt to make music a more integral part of the child's environment. In addition, these academies will hold sessions for primary and secondary level students to familiarize them with the instruments of the orchestra. The general status of music teachers will be elevated throughout the school system. Under a budget that provides for the formation of at least 1,000 new school orchestras and 5,000 new choirs by 1978, children are to be encouraged to learn an instrument and to form orchestras and choirs. High school students may be able to take music as a subject for their final exams following courses in music studies, and a test of music literacy and aptitude will be included in entrance examinations at French teachers colleges. Music counselors will be appointed to aid university presidents in trying to interest more graduates in music teaching as a career. Composer Marcel Landowski, who will be in charge of implementing the reforms, has stated that his aims include transforming music in the nation's primary and secondary schools into a combination of “game, festival, and communion” and has called for the commissioning of works espe- cially written for children to perform. Although gifted children will be encouraged, the emphasis of the new programs will lie on fostering knowledgeable enjoyment of music rather than creating professional musicians. Parents polled on education. Parents of children attending U.S. public schools believe that they share in the responsibility for the national drop in achievement test scores, and they're willing to work with educators to improve the quality of their children's education. These are two of the most striking findings in the Eighth Annual Survey of the Public's Attitudes Toward the Public Schools, a project jointly conducted by the Gallup Poll and the Charles F. Kettering Foundation. When asked to choose from a list of possible causes for the drop in test scores (which is often equated with a drop in the quality of education), sixty-five percent of the parents selected “less parent attention, concern, and supervision of the child.” Seventy-seven percent favored the suggestion “… that courses be offered at convenient times to parents in order to help them help their children in school,” and fifty-one percent of those interviewed would be willing to pay additional taxes to support such a program. In other findings of the survey, the demand for more emphasis on career education was strongly voiced, with eighty percent of the parents favoring an increase in career preparation in high school and fifty-two percent desiring the inclusion of more information about careers in the elementary curriculum. In an effort to examine attitudes toward school budget reductions, the pollsters presented a list of eight ways by which budgets could be cut and asked interviewees to record favorable or unfavorable opinions for each item. A reduction in administrative personnel was most often cited, with seventy-two percent of the respondents favoring a cut. Eliminating after-school activities, such as band or athletics, ranked fifth on the list, with only thirty-one percent in favor. As in past years, discipline continued to be regarded as the most serious problem in the public schools. Nine other problem areas cited, in descending order of importance, were: integration/segregation/busing, lack of proper financial support, poor curriculum, use of drugs, difficulty of getting “good” teachers, parents' lack of interest, size of school/ classes, school board policies, and pupils' lack of interest. A new classification of orchestra—”Regional”— encompassing orchestras with budgets between $500,000 and $1.5 million has been announced by the American Symphony Orchestra League. The name “regional” was adopted because orchestras in this budget category have expanded their seasons and their budgets in recent years by traveling widely in their geographic area to reach new audiences. Orchestras such as the Oregon Symphony, formerly the Portland Symphony, and the Oklahoma Symphony, formerly the Oklahoma City Symphony, have changed their names to reflect this increased emphasis on outreach service. Sixteen American orchestras and two Canadian orchestras are represented in the new category. Previously, the “Metropolitan” category included all orchestras budgeted between $100,000 and $1 million, and the term “Major” applied to or- 10 mej/april HI chestras with budgets over $1 million. In what is said to be a move to expand the number and improve the caliber of compositions available to woodwind musicians, Armstrong Publishing Company, a division of W. T. Armstrong Company, has awarded publication and distribution rights for all its new works to Charles Hansen Publications, Miami Beach, Florida. In addition, Armstrong has entered into agreements with several performers and composers to author and edit new works. Chamber ensemble competition. The Chamber Music Society of the Monterey Peninsula has announced its sixth annual Chamber Ensemble Award Auditions to be held May 14, 1977, in Carmel, California. Nonprofessional ensembles of from three to five musicians prepared under the direction of a coach may enter. All performers must be under the age of twenty-six. A $1,000 first prize and a $500 second prize will be awarded, and a concert appearance will be arranged for the winners. Johnson Jr., a music major at the University of Maryland—Eastern Shore, Princess Anne, has helped to create the “world's oldest electronic violin.” Built by German craftsman Facibat Anno in 1732, the instrument had its top and soundpost reset by Willes E. Gault. Johnson, the violin's owner, then sanded, drilled, restyled, and painted the external components and installed the internal electronic segments.
