Abstract
A systematic configuration of the world order goes along with the transcendent and prophetic inspiration of the Encyclical. The Pacem in terris is a very relevant point of reference to answer to the important questions about the future of the humanity: what can we do for the peace in justice, for the legality, for the safety and the development, for the disarmament, in order to make the Uno efficient and to promote and realize all the human rights for everybody? The realization of the collective safety system depends on the integral implementation of the Charter of the United Nations. In the complex construction of the world order, it must be considered that John XXIII, Paul VI, John Paul II and Benedict XVI have looked at the U.N. as to a moral place, an institutional entity with an important moral authority. Without strong institutions and, specifically, the United Nations and other multilateral institutions, in collaboration with the U.N., there is not the humus where it is possible to develop the guarantees of the fundamental rights and to give the right space to what is rightly called international cooperation.
