Abstract

Recently, LatinAmerican periodical publications have been the subject of discussion in the library and information science literature. In consequence, scientific journals in Venezuela have received more particular attention. The objective of the present study was to review the basic conditions for the production and presentation of Venezuelan agricultural scientific journals included in the Venezuelan Scientific and Technological Publications Guide. The aims of the study were to consider critical variables such as editorial quality and the national and international visibility of Venezuelan agricultural scientific journals to determine their grade of compatibility with national and international standards and to analyze their possible circulation in wide information retrieval networks. It was determined that the eight evaluated journals succeed in publishing the scientific advances of the national agronomic community with high editorial quality, thus achieving good circulation levels. These journals are published regularly, they are compatible with national and international editorial standards, and they demonstrate features associated with wide and efficient distribution across libraries, documentation centers, research institutions and universities.

<title>Introduction</title>
<p>In 1990, the National Fund for Science and Technology in Venezuela (FONACIT) created the Subsidy Program for the Publication of National Scientific Journals, with the aim of stimulating the production of quality publications. In 1997, it established a new set of support and development policies, with a particular role for the
<italic>Venezuelan Scientific and Technological Periodicals Guide,</italic>
the purpose of which was the collection of detailed information on the characteristics of periodicals and the identification of those that comply with quality standards (
<xref ref-type="bibr" rid="b3">CONICIT, 1999</xref>
). This review of the editorial processes of Venezuelan agricultural scientific journals is intended to facilitate identification of positive areas where they comply with established standards, and, conversely, will show up problems and difficulties where standards are not met, thereby starting a process of improvement.</p>

<title>Material and methods</title>
<sec>
<title>Journals studied</title>
<p>Although Venezuelan scientific journals have already been analyzed from a general point of view elsewhere (
<xref ref-type="bibr" rid="b8">Rengifo and Matos, 1981</xref>

<xref ref-type="bibr" rid="b10">Texera, 1982</xref>
;
<xref ref-type="bibr" rid="b4">Dávila
<italic>et al</italic>
., 1991</xref>
;
<xref ref-type="bibr" rid="b11">Vesurri, 1995</xref>
;
<xref ref-type="bibr" rid="b2">Chaparro, 1998</xref>
), this study turned its attention to a more particular grouping, those Venezuelan agricultural scientific journals found in the
<italic>Venezuelan Scientific and Technological Periodicals Guide,</italic>
published in 1999. The titles were as follows:
<italic>Revista de la Facultad de Agronomía, UCV; Revista de la Facultad de Agronomía, LUZ; Fitopatología Venezolana; Ernstia; Revista Científica de la Facultad de Ciencias Veterinarias, LUZ; Agronomía Tropical; Revista UNELLEZ de Ciencia y Tecnología, Serie Producción Agrícola;</italic>
and
<italic>Zootecnia Tropical.</italic>
</p>

<sec>
<title>Indicators</title>
<p>The indicators used derived from previous work by
<xref ref-type="bibr" rid="b6">Gómez
<italic>et al</italic>
. (1998)</xref>
. Thus, in the present study, these indicators were as follows:</p>
<sec>
<title>Editorial quality</title>
<p>The variables defined for this indicator were the following:</p>

<p>
<italic>Date of publication</italic>
. The number of years from the foundation date of the journal until the year 2000 was calculated. The time period of publication of a journal is considered as a quality criterion. This is the reason why many databases wait for at least two years before considering the inclusion of a new journal.</p>
</list-item>
<list-item>
<label>2. </label>
<p>
<italic>Evaluation process.</italic>
Describes if the journal has an evaluation process for its articles, where the procedure for review or arbitration is clearly described.</p>
</list-item>
<list-item>
<label>3. </label>
<p>
<italic>Review or arbitration</italic>
. Describes the characteristics of that evaluation system of articles, and indicates if review is internal or external to the editorial committee, or if it is blind (that is, the judges of a manuscript do not know the authors).</p>
</list-item>
<list-item>
<label>4. </label>
<p>
<italic>Original articles</italic>
. The number of original, previously unpublished articles in the last five volumes of a journal. This variable is taken as a time series and describes the year on year quantitative evolution of articles. In this way, the number of articles published annually by a journal can be known and also if journal's regularity is maintained.</p>

<label>5. </label>
<p>
<italic>Author's professional affiliation (APA).</italic>
It is the number of authors in the last five volumes, affiliated to national and/or international institutions, different from the organization that publishes the journal.

<label></label>
<p>An external author's professional affiliation index (EAPAI) for each journal was calculated. This was obtained by dividing the number of articles coming from institutions different from the publishing organization by the number of articles published by the journal during the period under study. Two further indexes were obtained, one (NI) by using the number of different national institutions as a numerator, and the other (FI) by using the number of different foreign institutions as a numerator, and dividing each of these by the number of articles published by the journal during the analyzed period.</p>

<p>This visibility indicator shows the circulation of a publication, by measuring variables which facilitate its identification and rapid retrieval by readers, e.g. through indexes, classification services and other secondary sources. The variables considered were the following:</p>

For regular periods not covered by these, appropriate alternative terms are used. Journals that do not appear at fixed periods are called irregular.</p>

Indicates if the journal has national subscriptions.</p>

Ascertains level to which journals are indexed in international secondary sources for journal review.</p>

<label>5. </label>
<p>
<italic>Transfer system.</italic>
Indicates if the journal is distributed not only on paper, but also in electronic format.</p>

<sec>
<title>Data collection</title>
<p>For the collection, organization and presentation of information, a data collection sheet was designed and used. This analysed the variables studied as follows: three categories were established for their quantification and valuation, a “Yes”, when the criterion was present, or a “No” if the criterion was absent; or in the third category, an appropriate description or quantification of the degree to which a category was fulfilled. By this method, we were able to verify to what extent and in which form the variables were present in each one of the journals under consideration.</p>
<p>Journal numbers for the year 1999 were physically examined, but where the definition of the variable required it, the last five volumes were analyzed. In addition, the respective editors were interviewed to supply the data that could not be obtained from the physical evaluation of journals.</p>
</sec>
</sec>
<sec>
<title>Results and discussion</title>
<sec>
<title>Editorial quality</title>
<list list-type="order">

<label>1. </label>
<p>
<italic>Date of publication.</italic>
The comparative age of scientific journals can be observed in
<xref ref-type="fig" rid="F_0350530505002">Table I</xref>
, varying from 10 to 49 years, with an average age of 25.38 years. The duration of publication of a journal shows whether it has succeeded in making good use of the publishing medium and whether it has gained acceptance with time.</p>
</list-item>
<list-item>
<label>2. </label>
<p>
<italic>Review or arbitration.</italic>
Peer review is the most legitimate and efficient method for the quality control of scientific periodicals (
<xref ref-type="bibr" rid="b7">Reig, 1989</xref>
), and in the case of these Venezuelan agricultural scientific journals (VASJ) a rigorous review system was used, satisfying the following requirements:

<p>judges are external, with the participation of national as well as international investigators not connected with the editorial committee;</p>
</list-item>
<list-item>
<label></label>
<p>the evaluation process is made by at least two judges, specialists in the article's subject;</p>

<p>the evaluation process is documented, where the details of the form of review are clearly presented; and</p>
</list-item>
<list-item>
<label></label>
<p>the arbitration system is blind, meaning that judges are not acquainted with authors.</p>
</list-item>

<label>3. </label>
<p>
<italic>Original articles.</italic>
The numbers of articles that VASJ publish annually differ from title to title. Articles published per year in each one of the studied journals are quantified and presented in
<xref ref-type="fig" rid="F_0350530505001">Figure 1</xref>
. A total of 875 articles were published between 1995 and 1999, with the
<italic>Revista Facultad de Agronomía, LUZ</italic>
the most productive one with a total of 288 articles in five years and with an average of 57.6 articles per year. On the other hand, there is
<italic>Fitopatologia Venezolana</italic>
with 27 articles in five years and with an average of 5.4 articles per year (
<xref ref-type="fig" rid="F_0350530505002">Table I</xref>
).</p>
</list-item>
<list-item>
<label>4. </label>
<p>
<italic>Author's professional affiliation.</italic>
Concerning the institutional origin of articles, in general terms, 45.70 percent of them are from authors who belong to the institution that produces the journal (
<xref ref-type="fig" rid="F_0350530505002">Table I</xref>
).
<italic>Ernstia</italic>
has the highest percentage of articles generated by researchers related to their institution (EI=62.50 percent), while
<italic>Agronomía Tropical</italic>
has the lowest value (28.33 percent) (
<xref ref-type="fig" rid="F_0350530505002">Table I</xref>
). Of the 71.67 percent of articles in
<italic>Agronomía Tropical</italic>
coming from authors belonging to an institution different from the publishing one (the highest EAPAI), 65.19 percent are contributions from authors in national institutions (NI). With regard to the international character of contributions (FI), 10 percent of the articles in
<italic>Ernstia</italic>
are by authors from foreign institutions, the highest figure (
<xref ref-type="fig" rid="F_0350530505002">Table I</xref>
). In the case of the
<italic>Fitopatología Venezolana</italic>
journal, this journal is published by a scientific society (Sociedad Venezolana de Fitopatología), and has no direct relationship with a research or higher education institution, so that its index of author's professional affiliation was not determined.</p>
</list-item>
<list-item>
<label>5. </label>
<p>
<italic>Editorial committee.</italic>
Analysis of this factor enables us to verify if journals have an adequate and effective quality control mechanism in this regard. All the periodicals under study have an editorial committee. The editorial agents responsible for the VASJ publication are: three academic institutions (Universidad Central de Venezuela, Universidad del Zulia y Universidad Ezequiel Zamora), one research institution (Instituto Nacional de Investigaciones Agrícolas) and one scientific society (Sociedad Venezolana de Fitopatología).</p>

<sec>
<title>Adherence to standards</title>
<list list-type="order">
<list-item>
<label>1. </label>
<p>Most of the journals include the date of revision and acceptance of published articles, which enables us to determine the rapidity with which the journal diffuses the articles received. They provide the complete postal address of each author; they have established instructions for authors, where the physical form of submission of the original text, the logical structure of the article and some examples of the appropriate format of bibliographic references are indicated.</p>
</list-item>
<list-item>
<label>2. </label>
<p>All these are fundamental requirements for the properly standardized presentation of contributions by authors and good editorial processes. The journals under consideration present the abstract, the title and the key words both in English and Spanish, which is particularly important for their diffusion and inclusion in databases.</p>
</list-item>
<list-item>
<label>3. </label>
<p>The journals publish annual cumulative indexes of authors and of subjects and they fulfil most of the basic requirements of technical standards for the presentation of periodicals (
<xref ref-type="fig" rid="F_0350530505003">Table II</xref>
). Those periodicals that do not fulfil such requirements set by international index services have little chance of being selected for such databases and, thus, little chance of reaching a higher level of visibility (
<xref ref-type="bibr" rid="b5">Delgado and Ruiz, 1995</xref>
).</p>

<sec>
<title>National visibility</title>
<p>

<p>
<italic>Issues of each number published.</italic>
VASP issue numbers show the following characteristics: 62.50 percent of the titles print about 1,000 issues and 12.50 percent print 350 issues, with an average of 662.5 issues per title. A journal's print run closely relates both to its actual distribution levels and to its number of readers, not to mention its impact on the scientific community.</p>
</list-item>
<list-item>
<label>2. </label>
<p>
<italic>Periodicity.</italic>
The biggest portion (62.5 percent) comprises journals with a quarterly periodicity or fewer per year. Semiannual journals constitute 25 percent of the total. There is one annual journal. In Venezuela, there is a specialized service called the REVENCYT database (Venezuelan Science and Technology Periodicals), which is a system made up of two fundamental elements: a directory and an index of Venezuelan scientific and technological journals.</p>
</list-item>
</list>
Other aspects of the national visibility of publications, such as numbers of subscriptions, donations, exchanges and the number of information units, libraries and local documentation centers through which a journal is distributed, are dependent on these primary factors, and may (at least to some extent) be inferred from the above.</p>
</sec>
<sec>
<title>International visibility</title>
<p>The count of secondary information services reviewing or indexing a periodical has been accepted as an international diffusion indicator (
<xref ref-type="bibr" rid="b12">Amat and Martin, 1990</xref>
;
<xref ref-type="bibr" rid="b1">Cetto and Alonso, 1998</xref>
). The Venezuelan agricultural scientific journals are included in the international indexes most relevant to agriculture (Agris, CAB International, Tropical Abstracts, and Biological Abstracts), which can be considered an indicator of high visibility.</p>
<p>Journals' presence in secondary information sources implies that they have passed through a selection process, based on the fulfilment of minimum quality requirements (
<xref ref-type="bibr" rid="b9">Testa, 1998</xref>
), and standards for the presentation of periodicals and regular publications. However, we should not forget that such standards do not directly prove articles’ scientific quality, but they do improve and facilitate the presence and transferability of journal contents (
<xref ref-type="bibr" rid="b5">Delgado and Ruiz, 1995</xref>
).</p>
<p>The
<italic>Revista Científica de la Facultad de Ciencias Veterinarias</italic>
,
<italic>LUZ</italic>
is the only one of the studied journals that is included in the Science Citation Index (SCI), a fact that greatly helps its superior diffusion across the international scientific community. Although there should be more contributions from international authors for this journal as a consequence, no significant differences were found between the international contribution level of this journal and that of the other ones, which are not covered by the SCI.</p>
<sec>
<title>Presence of the Venezuelan agricultural scientific periodicals (VASP) on the Internet</title>
<p>Six of the journals analyzed are published on paper and in electronic format. They are the following:
<italic>Revista de la Facultad de Agronomía, UCV</italic>
;
<italic>Revista de la Facultad de Agronomía, LUZ</italic>
;
<italic>Fitopatología Venezolana, Zootecnia Tropical, Agronomía Tropical</italic>
and
<italic>Revista Científica de la Facultad de Ciencias Veterinarias, LUZ</italic>
(
<xref ref-type="fig" rid="F_0350530505004">Table III</xref>
).</p>
<p>These journals have similar information in their Web pages: instructions to authors, abstracts, indexes and the articles’ full‐text; stored digitally in html format (hypertext markup language). Some journals give you the opportunity to search dynamically through the collections of their articles on the Web.</p>
</sec>
</sec>
</sec>
<sec>
<title>Conclusion</title>
<p>This research will hopefully aid editors in the improvement of their product while also providing a solid and usable instrument for the continuous evaluation of journals.</p>
<p>It shows that Venezuelan agricultural scientific journals are controlled by standardized quality criteria; they fulfil specific objectives in the diffusion of knowledge, and are successfully providing a forum for academic discussion. These journals are the reflection of a demanding, rigorous and intensive editorial process, supported by reviewers specialized in the subjects they decide on. Periodicals have shown reliable regularity in their publication and they fit the national (
<xref ref-type="bibr" rid="b3">CONICIT, 1999</xref>
) and international (
<xref ref-type="bibr" rid="b9">Testa, 1998</xref>
) editorial standards.</p>
<p>In the detailed analysis of each journal, some negative factors were detected. For example, it is recommended that journals’ periodicity be at least semiannual, due to the rapid transfer of new information. This would guarantee that content is opportune and up to date for the reader. This improvement, together with the consolidation of the positive features outlined above, will help and support editorial committees construct an ever more solid structure for the dissemination of scientific information in Venezuela.</p>

<abstract lang="en">Recently, LatinAmerican periodical publications have been the subject of discussion in the library and information science literature. In consequence, scientific journals in Venezuela have received more particular attention. The objective of the present study was to review the basic conditions for the production and presentation of Venezuelan agricultural scientific journals included in the Venezuelan Scientific and Technological Publications Guide. The aims of the study were to consider critical variables such as editorial quality and the national and international visibility of Venezuelan agricultural scientific journals to determine their grade of compatibility with national and international standards and to analyze their possible circulation in wide information retrieval networks. It was determined that the eight evaluated journals succeed in publishing the scientific advances of the national agronomic community with high editorial quality, thus achieving good circulation levels. These journals are published regularly, they are compatible with national and international editorial standards, and they demonstrate features associated with wide and efficient distribution across libraries, documentation centers, research institutions and universities.</abstract>
