Abstract

Despite increases in both financial and human resource allocations to national agricultural research systems in sub-Saharan Africa, there has been little evidence of any significant impact on agricultural production over recent years. In order to determine the reasons for this state of affairs, we must obtain a clearer understanding of the effects of government policies on the performance of the various institutions involved in the generation and utilization of agricultural technology. This paper presents a contribution of this study by reporting a bibliometric analysis of publications output, during the period 1973–1982. It is concluded that there has been a significant decrease in the number of crop science publications by government researchers during the period studied.
