Abstract
Redistricting process occurs every 10 years, after national census. All the political scales are concerned. Recently, citizens have been more and more involved into the decision-making process. By defining their living area, groups and individuals contribute to building their territory of political representation. GIS and cartography are crucial tools in this process and citizens tend to use them increasingly. This new kind of citizen and groups’ participation enables us to wonder about the reality of communities’ political territory. Through the example of San Diego City’s redistricting (CA), this communication offers to consider the mechanisms of groups’ mobilization and the role of tools in participation strategies. Citizens’ mapping and public testimonies suggest a close link to the territory such as another consideration of the political space, the one of local governance.

Citizens’ mapping and public testimonies suggest a close link to the territory such as another consideration of the political space, the one of local governance.</abstract><abstract xml:lang="fr">Suite à chaque recensement décennal de la population américaine a lieu le redécoupage des circonscriptions électorales à toutes les échelles du pays. Les récentes évolutions favorisent une implication grandissante des citoyens dans le processus décisionnel. En définissant leur espace de vie, les individus et les groupes participent à la construction de leur territoire de représentation politique. Les SIG et la cartographie jouent un rôle essentiel. De plus en plus utilisés par les citoyens, ils supposent une participation renouvelée des groupes et permettent d’interroger les réalités du territoire politique d’une communauté. Au travers de l’étude du redécoupage des districts de la ville de San Diego (Californie), cette communication invite à considérer les mécanismes de mobilisation d’un groupe et l’importance des outils dans les stratégies de participation. La production de cartes citoyennes et la construction de témoignages publics suggèrent un lien étroit au territoire et à une autre considération de l’espace politique, celle de la gouvernance locale.</abstract></profileDesc></hal></record>Pour manipuler ce document sous Unix (Dilib)
