Abstract

Carbon capture and storage (CCS) combines several techniques in order to capture carbon dioxide emitted by industrial and energy production processes, transport it and store it in geological reservoirs. It aims at isolating carbon dioxide emissions from the atmosphere for long time periods. The concept was invented by researchers in the 1970s and gained international attention since the 1990's. Industrial projects applying CCS are currently in place in different parts of the world, mostly in relation with enhanced oil recovery. In the EU, CCS policy emerged during the last decade. The European Commission, in partnership with industry players, has committed to a process of CCS "demonstration" aimed at developing 12 large-scale demonstrators by 2015. The emergence of EU CCS policy was marked by intense debates especially with regards to the risks associated with the technology, its cost, degree of maturity, and relevance (end-of-pipe technology) for the energy transition. I was also marked by local conflicts at the level of on-site project development. The presentation analyzes this process, pointing at the role of various players (climate arenas, scientists, experts, NGO's) and on-site processes in the development of EU CCS demonstration policy.

<abstract xml:lang="fr">La capture et le stockage du CO2 combine des technologies afin de capturer le dioxyde de carbone émis par des installations industrielles ou des centrales électriques, de le transporter et de le stocker sur le long terme dans des réservoirs géologiques afin de contribuer à la réduction des émissions de gaz à effet de serre. Le concept de CCS a été imaginé par des chercheurs dans les années 70. Il a recueilli l'attention au niveau international depuis le début des années 90. Il y aujourd'hui des projets d'échelle industrielle dans plusieurs pays, la plupart d'entre eux sont associés à des installations de récupération assistée de gaz ou de pétrole. L'Union Européenne s'est engagée depuis le milieu des années 2000 dans une politique de " démonstration " du CCS visant au développement, d'ici à 2015, de 12 démonstrateurs d'échelle industrielle sur site. L'émergence de cette politique a été marquée d'intenses débats au sujet du degré de maturité des technologies CCS, de leurs coûts et des risques qui leur sont associés ainsi que de la pertinence de l'option CCS comme réponse à l'enjeu climat-énergie. Ce processus a aussi été marqué par d'intenses conflits autour du développement de projet sur site. Cette présentation analysera l'émergence et le développement de la politique européenne de démonstration du CCS, en pointant le rôle de différentes parties prenantes (arènes climatiques, chercheurs, experts, associations ...) et des processus locaux dans son évolution.</abstract>
