<p>This paper, read at the joint luncheon of the American Historical Association, Pacific Coast Branch, and the American Philosophical Association, Pacific Division, on December 29, 1949, at Mills College, in Oakland, California, is published here with few minor changes and some additions. The intention of this address, which had to meet the fields of interest of both historians and philosophers, is clearly not to exhaust the subject but to outline with a few strokes the, in fact, much more complicated problem. <note>This paper, read at the joint luncheon of the American Historical Association, Pacific Coast Branch, and the American Philosophical Association, Pacific Division, on December 29, 1949, at Mills College, in Oakland, California, is published here with few minor changes and some additions. The intention of this address, which had to meet the fields of interest of both historians and philosophers, is clearly not to exhaust the subject but to outline with a few strokes the, in fact, much more complicated problem.
