<title>There has been a substantial devolution of power from Moscow to the provinces. The  oblasts, krais and republics ( if you count Chechnya) vary enormously in size and wealth, and a few of them have non-Russian majority populations Some have extensive business links with the outside world, some very few. Some have acquired reputations as 'reforming' regions; others have been characterized as keepers of the Brezhnevian flame: Ul'yanovsk, for example, which the Wall Street Journal christened Retrograd. Whatever their individual reputations, they all now matter in ways they previously did not: business deals cannot all now be done in Moscow; what the regions do about taxing and spending may, in , determine whether Russia's public finances collapse or stagger forward; Krasnoyarsk (Lebed) or Moscow city (Luzhkov) might turn out to be the power-base of the next Russian president.With good reason, therefore, there has been an explosion of academic research on the contemporary politics and economics of the Russian regions. These two books are part of the first wave of such studies, dealing with subject matter that is still in a state of flux</title>
