<p>© Koninklijke Brill NV, Leiden, 2008 DOI: 10.1163/161372708X401181 Contributors Matthias Buck works since 2005 as Policy O ffi cer for international biodiver- sity and biosafety issues in the International A ff airs Directorate of the Envi- ronment Directorate-General of the European Commission. He represents the European Community in international environmental negotiations primarily within the framework of the UN Convention on Biological Diversity and its Cartagena Protocol on Biosafety. Before joining the Commission he worked for the German Ministry for Foreign A ff airs ( 2003 – 2004 ), at the Research Group on Environmental Law at the University of Hamburg ( 2000 – 2003 ), with Eco- logic Institute for International and European Environmental Policy in Berlin ( 1996 – 1999 ) as well as independently as expert consultant on international environment, trade and development law and policy. Matthias was trained as a professional lawyer and political scientist in Germany, Spain, the US and the UK. He obtained the first state exam in law in Freiburg i.Br. in 1996 , an M.A. in political science in 1997 and his second state exam in law in Berlin in 1999 . Ludwig Krämer , LL.D University Hamburg, is Honorary Professor at Bremen and Copenhagen University, Visiting Professor at University College London, Lecturer at the College of Europe, Bruges. Since 2006 he is co-founder and partner of Derecho y Medio Ambiente, environmental consultancy, Madrid. Ludwig Krämer was O ffi cial of the Commission of the European Community, Directorate General for the Environment from 1972 till 2004 and Judge at the Landgericht (county court) Kiel from 1969 till 2004 . Publication of some 20 books and about 200 articles on Community environmental law. Dr. Helge Elisabeth Zeitler was from 2005 to 2008 the desk o ffi cer for envi- ronmental criminal law in the Directorate General Justice, Freedom, Security of the European Commission. As such, she represented the European Commis- sion, together with a colleague from the Directorate General Environment, in the discussions in Council and with the European Parliament on the proposal for a Directive on the Protection of the Environment through Criminal Law. Before joining the Commission, she worked at the German Foreign O ffi ce. Helge is currently Special Assistant to the President at the UN International</p>
<p>viii Contributors Criminal Tribunal for Rwanda in Tanzania. She holds a PhD in International Law from the University of Freiburg with a thesis on the enforcement of environmental standards through trade sanctions. She passed the First and Second State Examination in Germany and holds a LLM degree from Georgetown University. Karola Maxianova currently works as a policy o ffi cer in the Directorate General for Environment of the European Commission. Previously, she was an environment, health and safety consultant at Enhesa in Brussels, Belgium. She obtained her law degree in 2003 at the Comenius University in Bratislava, Slovakia, and holds a post-graduate Masters degree in European Studies from Europakolleg at University of Hamburg, Germany. Tim Maxian Rusche works as inter-institutional coordinator in the Direc- torate General for Energy and Transport of the European Commission. Previ- ously, he worked in the area of competition law, in particular State aid control. He holds a joint law degree of University of Paris I (Panthéon-Sorbonne) and University of Cologne, and a Master in Public Administration from Harvard Kennedy School of Government. Prof. Dr. Eberhard Bohne M.A. (Univ. of Wisconsin), holds the Chair for Public Administration, Politics and Law for Environmental Protection and Energy at the German University of Administrative Sciences Speyer since 1996 . He also serves as Head of Section III at the German Research Institute for Public Administration, Speyer since 2001 , and he is a member of the Board of the Transatlantic Policy Consortium . From 1975 to 1996 he worked as a lawyer with the German Federal Ministry of Interior and with the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety. His research activities focus on regulatory and governance concepts on the national, European and international level. Simone Bach is law student at the University of Trier and works as research assistant at the Institute for International and European Water Management Law at the University of Trier. Prof. Dr. Josef Falke works at the Centre for European Law and Politics at the University of Bremen. His research activities focus on European law, international trade law, environmental law, labor law, consumer law and sociology of law, technical standardization.</p>
