Abstract

Major differences exist between the environment in which research is carried out and farming is practised. The challenge for research is to develop an agenda and design projects that address real‐life problems. On a national and regional level, key issues for research include increased productivity of water for crop and livestock production and eradication of hunger and poverty. More specifically, utilisation and development of water resources must therefore be analysed in relation to the needs and requirements of people. People using water in agriculture comprise a diverse group of subsistence, emergent and commercial farmers within interrelated subsectors of agriculture such as irrigated and dryland farming, woodlands and forestry, grasslands and livestock watering, and aquaculture. The strategic implementation plan for research and development (R&D) must determine objectives, adopt a course of action and allocate resources. Taking research into practice must be purposefully managed according to the innovation cycle. Using estimation of crop water requirements and irrigation water scheduling as examples, it is shown that high‐quality research has to be followed by comprehensive knowledge dissemination to achieve successful application. More emphasis should be placed on development through technology exchange, training and extension in order to narrow the gap between research and practice. Copyright © 2006 John Wiley & Sons, Ltd.

<p>Il y a de grandes différences entre l'environnement dans lequel la recherche est faite et celui dans lequel l'agriculture est pratiquée. Le défi pour la recherche est de développer des programmes et de concevoir des projets qui traitent des problèmes réels. À un niveau national et régional, deux des questions clés pour la recherche sont la productivité de l'eau agricole et la lutte contre la faim et la pauvreté. Plus précisément, l'utilisation et le développement des ressources en eau doivent donc être analysés par rapport aux besoins réels des populations. Les usagers d'eau agricole sont un ensemble (hétérogène) de petits agriculteurs de subsistance, d'agriculteurs en voie de modernisation et d'exploitants agricoles modernes, engagés dans des activités allant de l'agriculture en sec à l'agriculture irriguée, de la forêt à la sylviculture, des pâturages et de l'abreuvage des animaux à l'aquaculture. La stratégie de la recherche‐développement (R&D) doit déterminer des objectifs, adopter une ligne de conduite et allouer des ressources. La prise en compte de la recherche doit être soigneusement gérée selon le cycle de l'innovation. En prenant comme exemples l'estimation des besoins en eau des plantes et la programmation de l'irrigation, il est montré qu'une recherche de haute qualité doit être suivie d'une diffusion exhaustive de la connaissance pour parvenir à une mise en application réussie. L'accent doit être davantage mis sur le développement par transfert de technologie, formation et vulgarisation, si l'on veut réduire le décalage entre la recherche et la pratique. <title type="main">Abstract</title>
<p>Major differences exist between the environment in which research is carried out and farming is practised. The challenge for research is to develop an agenda and design projects that address real‐life problems. On a national and regional level, key issues for research include increased productivity of water for crop and livestock production and eradication of hunger and poverty. More specifically, utilisation and development of water resources must therefore be analysed in relation to the needs and requirements of people. People using water in agriculture comprise a diverse group of subsistence, emergent and commercial farmers within interrelated subsectors of agriculture such as irrigated and dryland farming, woodlands and forestry, grasslands and livestock watering, and aquaculture. The strategic implementation plan for research and development (R&D) must determine objectives, adopt a course of action and allocate resources. Taking research into practice must be purposefully managed according to the innovation cycle. Using estimation of crop water requirements and irrigation water scheduling as examples, it is shown that high‐quality research has to be followed by comprehensive knowledge dissemination to achieve successful application. More emphasis should be placed on development through technology exchange, training and extension in order to narrow the gap between research and practice. <p>Il y a de grandes différences entre l'environnement dans lequel la recherche est faite et celui dans lequel l'agriculture est pratiquée. Le défi pour la recherche est de développer des programmes et de concevoir des projets qui traitent des problèmes réels. À un niveau national et régional, deux des questions clés pour la recherche sont la productivité de l'eau agricole et la lutte contre la faim et la pauvreté. Plus précisément, l'utilisation et le développement des ressources en eau doivent donc être analysés par rapport aux besoins réels des populations. Les usagers d'eau agricole sont un ensemble (hétérogène) de petits agriculteurs de subsistance, d'agriculteurs en voie de modernisation et d'exploitants agricoles modernes, engagés dans des activités allant de l'agriculture en sec à l'agriculture irriguée, de la forêt à la sylviculture, des pâturages et de l'abreuvage des animaux à l'aquaculture. La stratégie de la recherche‐développement (R&D) doit déterminer des objectifs, adopter une ligne de conduite et allouer des ressources. La prise en compte de la recherche doit être soigneusement gérée selon le cycle de l'innovation. En prenant comme exemples l'estimation des besoins en eau des plantes et la programmation de l'irrigation, il est montré qu'une recherche de haute qualité doit être suivie d'une diffusion exhaustive de la connaissance pour parvenir à une mise en application réussie. L'accent doit être davantage mis sur le développement par transfert de technologie, formation et vulgarisation, si l'on veut réduire le décalage entre la recherche et la pratique.
